I didn’t look up the HPs, but you can get a Dell 15 inch laptop for far less than $1700 and in some cases they have discrete NVidia GPUs.
Tablets can have cellular. And as I pointed out, you need the cellular version to have GPS built-in. When you put a GPS app on a tablet you do not pull the maps down from the internet, at least not for marine navigation. They are pre-loaded for the exact reason you point out. You clearly haven’t used a mouse on an iPad. I bought one last weekend for mine. It works great. It’s used exactly like a mouse pointer. I click to open apps, I can scroll around the screen and position the cursor or select text for copy/paste operations. What else does a mouse do that this doesn’t?

GPS doesn’t rely on cellphone connections. GPS is quite handy to have in a tablet when you’re on a boat or even in a car if you don’t have a nav system.
I think the main thing holding “tablets” back is the cost. A Surface “tablet” is not inexpensive and you can get similar functionality at a lower price. The iPad Pros are nice tablets but also pricey and may not be able to provide all the functionality you need if you’re a heavy Windows user.
But compared to the new 10.2 iPad 128G w/keyboard it’s far more expensive. $590 vs $830. If you want more horsepower, go with the iPad Air w/64G + KB and you’re $230 cheaper, or get 256G storage and you’re still $90 cheaper.
