This is a bit of a blanket statement because to become (drug) addicts they have broken the law by using illegal drugs (I am purposefully not including alcohol addiction). Many continue that life of crime in order to sustain their addictions through prostitution or petty property crimes.

I believe the regulations have a lot more to do with contents of the product (e-juice) and who can and can’t buy the product (people under 21). There should be other consumer protection regulations in place for the batteries but who knows how closely those are monitored.

No, I’m talking about commercial products in the US. I can’t speak to how other countries are regulating e-cigs. But here in the US, the FDA only took those products on in 2016.
