All that “pre-programming” means is that a function has been programmed with a default value but it can be reprogrammed with a different value

Simulators. Plus if it’s embedded SW or firmware the PROMS, or whatever memory they use, can have the code installed, what some call programming the read only memory. You can’t execute the code until it’s loaded into the computer but you can write, compile and install the code all before the computer is built.

Uh, no, it’s called “re-programming”. You can program a computer to do something, in advance of actually building it and therefore you have pre-programmed it. Once built you can re-program it to do something entirely different or if you like post (manufacture)-program it.
