Sure they are. They are a product for sale and access to the Internet is a product for sale. The big difference is competition. As long as the government intentionally prohibits competition you’re going to see price increases and lower quality of service. NN doesn’t address that in any way.
I agree with your first paragraph and this is the point I’ve been making. Instead of wasting time on NN, why not address the underlying issue, no ISP competition?

I think the comparison isn’t the way coupons work versus paid fast lanes but rather that there are plenty of examples of pricing differentiation in other industries so that price differentiation with Internet…

No one is saying they are “the same”. Just that there are examples of pricing differentiation in other industries/markets. The fact is your ISP already throttles you based on whatever speed you’re willing to pay for each month. I have 100Mbps but my neighbor has 200Mbps and he pays more for it.
I agree it’s not the best comparison, but I think the point is there is price differentiation from customer to customer and even from day to day (eggs on sale today!).
