There are all sorts of answers here. First, if the person didn’t realize it was in the bag in the first place I don’t think you have to worry at all because they don’t even know they have a gun.

Yes that is shocking, but calling out the “bullet in the chamber” only shows the lack of firearms knowledge the author has. Loaded is one thing, round in the chamber only matters for certain, and usually older, firearms.

But that is also a bit misleading. Your assumption when using per capita numbers is that all people are equally likely to be in a position to get shot by a cop. While it’s statistically feasible, it’s not really likely.
