They are aiming for the very long term to completely replace traditional distribution. And they have investors with a lot of cash to burn just to do that.

It’sis a pipeline problem. Studios are supposed to pick directors when they are small and cheap and grow them into fame. Netflix is just starting so they don’t have a significant roster for the moment.
