I'm so glad I wasn't the only one bothered by this. Stupid thing is, it would be EASY to work this into gameplay. Gimp water moves when you are not near sources of water and midway through the game you get a water flask to draw on like katara always used. Or at least force you to draw it form nearby vegetation.
