No problems here on Windows 8. Chrome's task manager says shockwave is using 0% cpu and 4mb of ram. No crashes to report either... Maybe I just don't visit sites that use it though.

As a boot drive? Probably not. I have a external 2TB drive on my server that I use for everything though and its not even a quarter full. When shopping for boot drives, capacity is usually directly proportional to platter density and thus, speed. But if you have an SSD, that point it moot.

Nvidia recently released WHQL drivers for Win 8. For AMD they have some but I dont think they have been updated since may.
