Forza Horizon was made to offer a more “fun, arcade-y” experience compared to Forza Motorsport’s hardcore-realism driving sim gameplay, but if someone called a Motorsport game “Forza Horizon without the fun”, I’d consider that to be overly negative framing, and this feels similar.

Except the modders didn’t rebuild it from scratch. They used an entirely different, fan-made modding toolkit which has been built over the last 10 years to migrate the content into ME3 as a mod. This is very different from rebuilding the source code for something.
