Nintendo either didn’t accurately predict demand or intentionally did this to create manufactured hype. Unfortunately, I suspect it’s the latter, which is just a blatant attempt to manipulate demand, like when movies split...oh say...a Harry Potter or J.R.R. Tolkein book into many more movies than they need.
