Not entirely. You'd probably find that a great deal of pirates have extensive Steam Libraries. I haven't pirated media in about two years now, but those days back then were the days in which my Steam library grew at its fastest.

If they were required to make a pre-order incentive, why did they actively refuse to do a timed exclusive which would have been just fine for both them and us, or even just simply stick to the incentives that they already had in place? That's the thing though - It isn't free to PC users. It's free to those who pre-order through Steam, but if you don't pre-order, you'll have to fork up $5 for it post-launch as well.

Oh no doubt. At the end of the day you do have those who pay $100's that offset those who pay zilch, but I can't help but feel that if the highest price you had to pay was capped at say $100, sure it's still pricey but I feel that many more customers would pay up to that cap.
