The constitution doesn’t say anything about right of way. It says Congress The Congress shall have Power to establish Post Offices and Post Roads.

Presidential motorcades are exempt from yielding to postal trucks and pedestrians and cyclists and cars and emergency vehicles. Presidential motorcades rarely stop, they are always moving.

That’s a silly interpretation. That clause just gives Congress the power to set up a Post Office and designate postal roads.
