It is NOT a new term. Vinyl records came after acetate ones in the late 1800's and had nearly replaced acetate by the 20's.

It's the second thing. Mental illness doesn't make you stupid, or uninformed, or racist, sexist, homophobic, or xenophobic. If those things are present already, it can make them more obvious, but mental illness does not make you those things.
