Yes the whole line of shop-service writer- parts vendor (discounts and kickbacks) is setup to maximize cash extraction for what the insurance is authorized to replace/pay for.

The BIG picture is that big business will make money in polluting the earth and then will be there to take the government funds for its clean up.

True this, have witnessed in collision auto repair service writers. definitely not at this level but its still a massive headache for firm and manager, more so for any customers wronged.
