True, but fuel tax is regressive and not very correlated with both utility and impact to road anymore. The structure and the tax % both need to go up to account for increased fuel economy and wear to the road.

This is such a weird statement to make. Most cars are either 50 state compliant (CARB) or delinated between carb and federal compliant. CARB cars generally are not any slower, nor more expensive, nor hobbled in any way.
