Since the CAA was a result of Supreme Court rulings, the law is set.
CARB isn’t going anywhere. They exist because of a Supreme Court ruling decades ago because of the exact same federal government bullshit prevented California from cleaning up its air.
I know you have a strong disdain for California. But pretty much all the “maker” states, which carry a huge % of the country’s wealth and economy all use the CARB standard; which is harmonizing with Chinese and EURO6 standards.
Actually, CARB, China, and EURO6 are all mostly harmonizing. It’s US Federal emissions standards that’s the odd man out here.

Chinese buyers are considered pretty picky when it comes to dealer experience and interior accoutrements of a vehicle, but they just love themselves some American cars. The bigger and brasher, the better.
Just look at the HDLI loss by make and model. That includes stats on many dimensions. It includes personal injury and medical payments against cars in class.

Not one particular model. IIHS ratings and HDLI loss stats (actual losses by make and model, what they use to determine insurance premiums based on actual payouts). Mitsubishi, Hyundai/Kia and Nissan products seem to do pretty consistently badly too when it comes to medical payments and personal injury.
