While I fully agree with you, this particular case was due to a nonprofit body (IIHS, which is funded by a coalition of non-and for-profit insurance companies) shaming them into doing it. Regulations haven’t changed (though they should). IIHS does work with various governmental NCAP agencies around the world though.
