I wouldn't discount that idea. I have quite a few european coworkers, and they love American cars more than anyone would expect them to... One even brought his US car back to Paris when he moved back...

So sure Russia and taiwan are both more dangerous places to drive (I've driven in Taiwan), as shown by the bevy of videos we see coming out of there, but the primary reasons in those countries is to assign liability and reduce fraud...

As always, it's a bit more complicated than that. Taiwan, China and Japan all lay claim to the island chain.
