The whole point is to be online. It’s a mini MMO. It will never have an offline mode. It defeats the purpose of the game.
If you had the opportunity to make 6 figures playing a game you love would you turn it down?

There are a huge number of ways to gear up for raids: Challenge of the Elders, Strike loot chests, crucible, iron banner, nightfall strikes, faction packages, crucible and vanguard packages. 390 is the max recommended light level for raids. Wrath of the Machine hard mode has always been 390. Gear will still drop at 400 if you are 400, just like WotM.
