Technically, no. In most states 0-10 miles over the limit is not considered “speeding” but a “waste of finite resources” [example] no cop gives a ticket for 0-10 (Unless your a jerk to him). Buuuut the CR-V was most likely breaking the law, in 48 states it is illegal to “not pass” in the left. [example].
