I love your optimism and you are correct that they are subject to the health department, that doesn’t mean they are monitored 24/7 or don’t know they are being inspected before they inspector shows up (everywhere I worked did and cleaned up so they’d pass).
Could we just work on expanding public transportation? If you have a robust system that makes it WORTH IT to not drive most people won’t.

Sounds like you are watering it WAY too much? Soil for a cactus should be porous. I’d stop watering it, my cactus / succulents get watered about once a month MAX and I live in LA where it is super dry. They all seem to thrive with LESS water and usually in open shade. Is it in direct sun? They live in direct sun too…

True until you have to street park somewhere with no parking. I was ok at it until I moved to Long Beach. Parking there is either -
