False. This plane can't carry anything into orbit. Its an air breathing plane that never reaches orbital velocity. The rocket that the plane drops does all of the lifting into LEO. I don't think there are any official payload estimates yet

The fuel is required for abort capability. Spacex makes the tradeoff of carrying it up all the way to orbit for the duration of the mission instead of ejecting it in orbit like other manned boosters do. This gives them soft landing cability which looks awesome and i think is a fair tradeoff.
