The thing is that while prices usually stay the same among component generations, game graphical quality is usually tied to consoles so a few years after a new generations, much cheaper pc components can run most games well.

Since both GPUs have the same kind of compute cores, just varying numbers, and the compute cores form a GPU that the developer can then use, it should be easy for developers to access the extra power.

The thing is, once you learn one game, all the others become more accessible. There are notable differences between them but the basic mechanics and ui are similar enough.
