No body is "Stuck". I have an iPhone 5S and it works perfectly with iOS 8, Apple isn't punishing anyone, they want everyone to migrate to the latest iOS to push for more features and security.
People who choose not to upgrade to iOS 8 will still have a functioning iPhone.
