I don’t claim to know the best solution for Syria. It’s incredibly complex. But Russia’s current plan is to secure Assad’s power first, and then target ISIS. Everyone else’s plan is to wipe out ISIS first, and then figure out the legitimate government situation. And as of right now those priorities are conflicting.

The casualties from Iraq are bad because of the insurgency, not aerial bombardment. Smart weapons make a huge difference. If there wasn't a concern for civilian casualties we'd just firebomb Raqqa, it would be much more effective at breaking ISIS.
