Why would the car manufacturer care about that? They are not paying the repair costs, and its unlikely that their tweaking the airbag to fire less will affect insurance rates enough to affect sales.

I would not have expected such drastic difference in the protection level between the two sides. I wouldn’t they they specifically building one side of the vehicle stronger than the other to meet standards (and bean counting the other side), although that is possible.
