Even the DoD has to deal with the Endangered Species Act, and their needs are infinitely more real than this thing, even when they’ve been sketchy. I’d be very interested to know when the various Public Comment Periods get scheduled, because most of the agencies involved are required by law to address complaints.

Actually, it’s kinda useful in one regard: this project will require a Public Comment Period, and something of this scale *demands* a very comprehensive Environmental Impact Statement. There are dozens of bureaucratic hurdles to clear, during which members of the public can raise concerns that have to be addressed.

Construction runoff would be a huge problem for a project of this scale.

I really don’t understand the logic of “don’t block the line of sight”. It’s a 2" metal pipe. It’s not blocking the view of anything, move your damn head an inch. The inconvenience is minuscule compared to the benefit of actually protecting against accidental falls.
