If the FCC mandates a standard for over-the-air broadcast, I would think that it would be legally required to not need a third-party license fee or for that fee to be waived. OTA broadcast is regulated as a public good, so a mandated standard would have to fit into that arena.
It’s not really any different from killing off UHF in favor of digital broadcast TV. People will adapt.
But without all these Nick Fury LMD storylines we wouldn’t have hilarious lampshading like Iron Man appearing to spontaneously murder Fury (in Secret Warriors I think?) due to being deceived into taking a mission, only for another Fury LMD to walk on screen and complain about how expensive the damn things are.

It’s weird, but I actually kinda like having figures of characters who die, at least if they were memorable ones. It’s sorta like a totem to remember them by. I would do unspeakable things for a Disney Infinity Arvel Crynyd.
Not sure about that year in particular, but setting it in the recent past does save them from some of the “Why don’t they just use their smartphone?”-type plot holes of a contemporary show without having to resort to “Because Magic”.
