Network TV ratings are down across the board, at least by conventional metrics, due to so many viewers watching through non-traditional methods that Nielsen can’t or won’t track. I would not overthink the specific numbers particularly for the network’s clear #1 show
The Flash is, by a wide margin, the highest rated show on The CW. I don’t think it is going anywhere. There is reason you don’t hear the rumors about it potentially ending that you hear about LoT and Supergirl (though I don’t believe those rumors either).
Arrow is ending because Stephen Amell wanted to move on and do something else.

Then again, it’s not as if Barry Allen is famous. All Dwyer knows for sure at this point is that the Flash is a guy who looks vaguely like John Mulaney.
That climax was really tense and epic. I quite enjoyed it. And Grace being the new Cicada (revealed in the Inception episode) flew right over my head - I only knew it was coming because other commenters here guessed it. All the same, I think it’s a pretty solid twist that was handled really well here.
