They’re being awfully optimistic. The truth of the matter is probably something closer to “Indie development is dead.” The market is over-saturated. Your game didn’t sell because there are too many games and you didn’t get lucky. Genre probably wouldn’t have made a difference. That being said, I’ve heard good things

What I heard is that they don’t really pay per hour, but per drawing. The per hour rate is just an estimate based on the output they expect.

Focusing on a single industry sort of helps create those votes and legislation changes though. Sometimes a narrow focus can make the issue seem that much more real to people.
