They’re not region-locked, but packaging is different in different countries, so people who collect them and keep them in-box don’t like to mix the languages up.

I... kinda’ would like the option to turn off some of the really graphic shots, myself. I like Heavy Rain-style story games with multiple endings and scary movies, but get kind of squicked out by Saw-style gorefests.
But this one really makes use of the Gamepad. It’s how you control air strikes, jump around the map to other players, and see an overview of the map and its ink-coverage.
They released Codename STEAM a half-year back as well. The 13-14 year thing was because that particular team within Nintendo hadn’t handled a new IP since Pikmin, not Nintendo as a whole.
Actually, they’ve said that you can unlock all the Amiibo skins by just playing the 100 Mario challenge.
