Your perception abilities seem to be very lacking. Based on the video, it’s painfully clear that the officers on scene do not have tasers. They are repeatedly radioing for a unit with a taser to get there ASAP. Cop #3 finally shows up near the end of the video with a taser.

In my school of over three thousand students, there were several kids who ran through the hallways like Naruto every day. Every single one of those kids were special ed students, or otherwise had major mental and/or social interaction issues.
