You're right - but I thought it was deliberate? I sometimes take stuff like that as artistic shorthand to indicate that:
a) the character in question is fidgety, and shifting about when we don't see them
b) the actual apology (like many 1+ hour conversations, or breakups you might have been through) is actually over a
