Gozer got an infodump, which isn’t the same as development or character. I don’t hold that against the original movie, though because Gozer doesn’t really NEED to be developed, since the main conflict for most of the third act is “will the city let the boys do their jobs?” All we really need to know about Gozer is

True, but Gozer was an extradimensional demigod of destruction. More a force of nature than a character. Saying it wasn’t developed is like saying the comet in Deep Impact wasn’t well developed.

Gozer’s pretty well developed in subtle ways throughout the movie, but also a really important part of the character is that it’s supposed to be unknowable and bizarre.

It looks to me like Hitomi went MIA due to design flaws. Therefore just building another one would be ill-advised. I guess they could go back to the drawing board and fix whatever was wrong, but that will take time and cost money since it’s likely not a matter of just screwing something a bit tighter and that’s it.

Great game. It was the perfect balance between serious and absurd. After this game the series became just overly absurd and lost it’s way.
