You are 148% incorrect and may be going off the misprint in the early 2012 manuals. There were no PZEV 2011s, so they revised the 2012 manual and did so incorrectly in only one part of the manual (10/150 vs. 15/150).

I’m pretty sure he’s 100% correct. The cars with high battery use will show lifetime MPG (which can’t be reset except by the dealer) in the 80s, 90s, and even mid 100s. 47.5 shows that the previous owner probably had a long commute, ran the first 35 or so miles on EV and then switched to gas for the looooooooong
