I’d like to know more about this. I actually walked around via Google Streetview in Iquique for a bit and there really are a lot of RHD JDM-spec cars.  Why is that?

The weaving signals everyone in all lanes to slow down and not pass. As explained in the Wiki article I linked, depending on what’s going on ahead, the CHP will either slow the traffic down to allow the issue to resolve or eventually gradually bring it to a stop, as in the above video.
