The first bit is a rehabilitation effort. The second has nothing to do with anyone other than Facebook’s desire to rely on algorithms because they pay better in the end. 

So we know that the Registry is often used as a weapon against offenders as a means to drive them to the bottom of society by making it impossible for them to exist in many towns and cities. To the point where municipalities will build playgrounds just to get coverage against offenders being able to even enter city…
