Virginia Beach is part of the Tidewater Area of Virginia and includes Norfolk, Portsmouth and Hampton Roads, and Newport News.  Numerous Army, Air Force, and Navy installations keep the area populated and gainfully employed year round, so decent restaurants should be easy to find.

Virginia Beach is a “year-round” city and not your normal rip-off resort town. Therefore, there is no excuse for restaurants of this ilk to exist. What you encountered is Outer Banks quality, with the exception of Tale of the Whale. (It has been several years since I’ve been there, so I hope they kept their standards.)
