It’s not like day one purchases always work on consoles either. Consoles certainly have it easier, but you still have the occasional launch that just goes horribly. Off the top of my head Cyberpunk 2077 was terrible on the PS4 but worked much better on PC’s.

Every Resident Evil works this way. You start out with a pistol and little ammo, but once you’ve beaten the game you can unlock various extras on additional playthroughs.
The handcannon makes the game easy enough since you can unlock infinite ammo on it. In my opinion it’s much better to focus on getting the cat ears since the Infinite Rocket Launcher isn’t usable for many of the achievements.
It should be noted that the Infinite Rocket Launcher comes with one big downside: It can only be used in New Game+ runs, and thus you can’t get the higher scores especially S+. So if you’re going after the chicken hat or cat ears, the Infinite Rocket Launcher is not an option.

Chicago Sweeper is arguably the best thing to use an exclusive on, but you need to get an S rank on Professional so upgrading the Handcannon first makes sense.
It’s not as bad if you’ve unlocked enough stuff to help with a Professional S+ run, having a chicken hat, chicago sweeper, handcannon, and Ashley’s armor makes it loads easier.
Inflation would be a valid point if the rest of the market remained level. However the game industry how grown significantly bigger than what it was in 2005, with far more copies being sold than previously.
