I think that’s a bit of a misrepresentation. I think that Cap sees enhanced humans/supers/whatever you want to call them as something that doesn’t belong in the box of police, or soldier, or weapon, etc.

They have the ability to do what needs to be done, and they have the moral strength to make judgment calls and live…
