Charmeleon changes significantly and looks much closer to Charizard than Charmander in body shape, head structure, and demeanor. Similarly, Quilava looks more like Typhlosion than it does Cyndaquil. Same with Bayleef to Meganium and Chikorita.

It likely has more to do with the breeding system.
