you should still be paying attention at a stop light. doesnt matter if you arent moving, unless you are parked, you should be paying attention to the road and other drivers.

No, they don’t do that to separate it from mental agility. They emphasize it because it’s a key part of the definition. This is why someone who is “athletic,” is considered someone who is good physical shape who enjoys doing physical activities.
