You must be able to be nominated without being a member (think of someone like Anna Paquin being nominated for her first role in the Piano). Same with attending. He likely won’t ever be nominated again (or invited back for a long time), but that would be the case even if hadn’t resigned (or gotten expelled).
I’m guessing it means he can’t vote for the Oscars anymore. I don’t think it means he can’t ever attend the ceremony, as plenty of non-members attend.
