Don’t try to save the carpet, I have never been able to pull the musty smell out of the carpet and the padding below. Rip it out, seal the floor with a water membrane/ barrier to prevent moisture from coming up thru the concrete, and then put down a snap style engineered floor with a moisture barrier style under pad.

A dehumidifier is just a temp fix. The better solution is to modify the HVAC ducts to move air thru the basement to prevent it from stagnating. Don’t most states have an Emissions or Vehicle safety inspection? Why not use the mileage from the OBD reading for the tax and send you the bill to be paid before tags can be renewed? If the state wants to avoid bill shock, they could do a monthly payment method and have it done thru the insurance provider.
