Bankruptcy for a for-profit org, and maybe a non-profit org, works like this, assuming they are in a restructuring situation. I have no idea what USAG’s funding comes from, how its creditors are set up, or how they are funding anything during both the org’s bankruptcy coupled with the gov shutdown.
