Honestly, as dumb as Manchin is on a lot of other policy decisions, this is the right approach. If it means pushing out all these made up dates to have X% of cars on the road as EVs then so be it. Reducing our reliance on China and other countries as much as we can is directionally correct. Automakers are upset
