I mean Garcetti was able to pledge $150 million of that budget to community based resources without even anyone raising a peep about it, for the most part. There’s a TON of bloat in that budget, and the main impediment is most likely the cop union.

LA has a proposed police budget of 3 BILLION dollars. I’m not sure where the crunch is, but if a 3 billion dollar budget means you’re “in a crunch” you may want to hire some accountants or something to help you figure out where you could save a bit.
What you’re describing “greatly reducing the mandate” is exactly what the “defund the police” movement is asking. The problem is “reduce the mandate of police” has exactly 0 pop when you put it on a sign. Agitprop is useful to start a conversation to get folks talking, and it’s doing that beautifully, IMO.

You have to have the idea before the plan. When Kennedy said that in “this decade” we’d have people on the moon, he didn’t also lay out the entirety of how that is to be done. Instead, he made it so experts were hired, budgets were allocated, and assistance was given where needed to turn the idea into reality.
