It's not actually that hard. Get Vinyl/plastic cleaner, leather/cloth cleaner (Whichever applies to your car), some carpet shampoo, and go to town. My car was a heavy smoker's car, and the smell was gone after maybe 2-4 hours of cleaning. The smell of cleaning products was gone within a couple days.

It's not a matter of US made cars getting worse gas mileage than European cars, it's that the same car is going to be rated for more mpg in Europe than it would be in the US.
