Empowering employees of a food service company to build menus doesnt seem that crazy. I have no idea what the normal chain of command is on that kind of thing though.

Presumably the employees didn’t come up with the idea for the meal either - they put something together after being instructed to come up with something for black history month. Sounds to me like a couple of line-level workers were made scapegoats here for someone else’s questionable idea.
