Probably because tanks are generally the hold-up when trying to do dungeons; by adding a new tank class it will help even out the balance of roles. I doubt they’re going to add any new pure dps classes at this point.

No. They are putting the pieces in place for future invasions of Legion worlds. The tomb of Sargeras functions as a portal to allow the burning legion from everywhere to invade. At some point (WoW2?) that will have to be addressed.

I would have liked to have seen Garrisons as an account-wide feature. Give me access to a variety of buildings but every toon logs in to the same Garrison. That would have made resource gathering less of a chore and my choices seem more meaningful.
